Yes, the rally happened before Trump even opened his mouth at the White House. The market didn’t react to what he said — it reacted to the expectation of what he might say. And what he actually said? “Congress needs to take the next step.”

That’s not a win. That’s a plea!

Meanwhile, Bitcoin funding rates just hit a 20-month high. That means futures traders are paying the largest premium to spot in nearly two years. They’re not hedging — they’re betting.

But, lets be logical, the rally is built on regulatory optimism. But the regulatory clarity everyone’s praying for? It’s stuck in a Senate that has only 14 working days before midterm politics consumes everything.

The 8% Rally That Changed Everything

Let’s start with what actually happened.

Bitcoin broke out of a months-long trading range on Wednesday, surging as much as 8% to around $69,500 — its highest level since early June. The move was violent: over $1.4 billion in short positions got liquidated as the price ripped through resistance.

The catalyst? Three things, all happening within hours of each other.

First, the dollar index fell 0.3% and U.S. Treasury yields dropped. That’s the macro setup risk assets love.

Second, the SEC proposed its first major crypto rule the day before — a framework that would let certain token offerings skip standard pre-sale disclosure. That’s a big deal, even if it’s just a proposal.

Third, and most importantly, Trump was about to host the biggest crypto summit of his presidency.

The market priced in the expectation. Then Trump delivered… something.


The Summit: What Trump Actually Said

President Trump, flanked by executives from Coinbase, Gemini, Ripple, Kraken, and Robinhood, called for “a fair version” of the Digital Asset Market Clarity Act.

“Congress needs to take the next step,” Trump said. “It’s a very, very powerful structured legislation which will keep us ahead of China, keep us ahead of everyone else.”

Coinbase CEO Brian Armstrong was more direct: “This would make all of the progress that this administration has made durable into the future, so it could survive for decades and decades to come.”

But here’s the tension — and it’s a big one.

Trump also name-dropped Hyperliquid, saying CFTC Chair Mike Selig is “working to bring Hyperliquid into the United States in a fully compliant and legal fashion”. That’s not a policy. That’s a shout-out.

And on the CLARITY Act’s three sticking points — ethics provisions targeting Trump’s $1.4 billion in crypto income from World Liberty Financial and the TRUMP memecoin, stablecoin yield rules that threaten Coinbase’s $1.35 billion annual USDC rewards revenue, and DeFi protocol classification — there was no concrete compromise.

The White House was short on detail. And detail is what the Senate needs.


The CLARITY Act Barometer: 82% to 21% in Six Months

Let me paint you a picture of how bad this has gotten.

In February, prediction markets gave the CLARITY Act an 82% chance of becoming law in 2026. The bill had bipartisan committee support, a White House willing to sign, and an industry that spent over $100 million lobbying for it.

Today? Polymarket prices it at 21% on more than $7 million in trading volume. Kalshi traders put it at 23% , down from 50% less than a month ago. Galaxy Digital cut its own estimate to 10% on August 14.

Solana Policy Institute CEO Miller Whitehouse-Levine put it bluntly: “Right now, I would say it’s in August recess purgatory.”

The Senate confirmed on August 6 that it would not vote on the 309-page bill before the August 7 recess. Senate Majority Leader John Thune filed cloture on August 8 — a procedural motion that doesn’t pass the bill, it just allows debate to begin.

That vote is set for September 15. Lawmakers return September 14. That leaves roughly 14 working days before midterm campaign season makes progress structurally impractical.

And here’s the math that should scare you: Republicans hold 53 seats but are expected to lose Senators Hawley and Paul on the vote. That means they need at least eight Democrats to cross over. Only two did so in committee.


What The Bets Are Telling Us

This is where it gets really interesting — and controversial.

Bitcoin perpetual funding rates just hit their highest level in 20 months. CryptoQuant identified the current funding rate as the highest in 20 months, with most traders betting on further upside.

History says that’s a warning. When everyone’s on the same side of the trade, the unwind can be brutal.

But here’s the twist: the rally happened before the summit. The market priced in perfection. What it got was a president asking Congress to do something Congress hasn’t been able to do for six months.

On Deribit, the $70,000 BTC call was the most-traded option. Traders are paying for upside. But the funding rate premium means they’re paying a lot for it.

Bullish Case

Trump’s summit puts pressure on Senate Democrats. A compromise emerges on the three sticking points. The September 15 cloture vote succeeds. The CLARITY Act moves to final passage. Bitcoin breaks $70,000 and targets $72,000–$75,000.

The funding rate premium suggests the market is positioned for this exact outcome. If it happens, the short squeeze continues.

Bearish Case

The summit produced no concrete deal. The September 15 cloture vote fails — or succeeds only to stall in amendment battles. The CLARITY Act dies in the midterm shuffle. Bitcoin loses $68,000 support and retests $65,000–$66,000.

The funding rate premium becomes a liability. When the long trade unwinds, the drop could be fast and deep. Remember: $1.4 billion in shorts got liquidated on the way up. That same force works in reverse on the way down.


Summary

I think this is the most overhyped, under-delivered moment for Bitcoin since the ETF approval.
